Message From The Chairman
After the collapse of the Somali government in 1991, communities faced mass displacement due to clan-based warfare, widespread lawlessness, and resource destruction, leading to famine, a breakdown of public services, and a reliance on fragmented clan and militia structures for survival. Despite efforts by regional authorities and the international community, the country experienced a prolonged period of state failure, marked by persistent insecurity, internal displacement, and the exploitation of instability by militant groups like Al-Shabaab.
